Questions
CIF is the customs value: the price of the vehicle plus freight to Sri Lanka plus insurance. If you only know the vehicle price, add the freight and insurance quotes — Customs taxes the full CIF, not the sticker price.
The Customs computation formula adds CIF + 10% + duty + cess + PAL + excise + surcharge for VAT and SSCL, and luxury tax is not in that list. So a car over the luxury threshold pays luxury tax on top, but VAT and SSCL are not charged on the luxury tax itself.
Some guide rows print two amounts joined by 'or' (for example a percentage or a per-unit amount) without saying which one applies. Budgeting on the higher one is the safe direction for an importer; confirm the exact treatment with Customs before you commit.
Yes, on headings 87.02, 87.03 and 87.04, until 31 December 2026 under Gazette 2501/88. The one exception is an L/C opened on or before 15 May 2026, never amended, with the goods shipped on board by 15 November 2026.
Older lines exist in the guide but generally carry a licence requirement, and some categories have age caps in the import rules. Check the current Consolidated Import Control List and confirm with your clearing agent before paying for anything.
